I have read the manual twice and still have a question about setting up a program for a meet.  Ok here is my current set up... is this right?
 The Meet is March 28th
Wk1-Volume phase (feb 1-7)
Wk2-Volume           (feb8-14)
Wk3-Volume           (feb15- 21)
Wk4-Intensity phase (feb 22-28)
Wk5-Intensity          (march1-7)
Wk6-Intensity          (march8-14)
Wk-7-deload            (march 15-21)
Wk-8 Meet week       (march 22-28)

Hows that look?

Thats the right general concept. Use this as a starting point and modify as you learn more about how you respond to it.

Oh, one quick question. You effectively have 2 deload weeks at the end. You have a Deload week and meet week (essentially another deload until the meet at the end of the week). Did you do this intentionally? I generally wouldnt recommend it, but programming is a very individualized process, so you may have good reasons. BTW, if you decide to get rid of one of the deload weeks, you can just extend your volume phase another week and youre golden.

I have always had a deload week(which is basically taking my opening attempts) then rest the meet week.  However, I am willing to try something new and see how my body responds to it.  How would you go about doing that??  By that I mean week 8? What would you reccommend?  And week 7 would turn into my last week of intensity, correct?

Yes, you're correct about how to do it.

So you normally have 12-14 or so days of reduced loading / no loading before the meet?
